Ray Payne gave his time and energy in service of the people of Pike County for many years.
Who Can Apply?
- Students who are in need of financial assistance to further their education and training.
- Fields of study: Agriculture, Public Administration, Landscape Design and Architecture, Environmental Sciences and Natural Resources
- Current resident of Pike County for 12 months or more
- Overall GPA of 2.5 (C+) or above for last 4 years
- Demonstrated community or school involvement and leadership
The Purpose
By continuing in Ray’s generous spirit, this scholarship is an investment in the youth of Pike County in the hope that they will bring a brighter future for our community and our world. This scholarship is to encourage continued growth for Pike County students with funding available up to $2,000 for Technical and College level education.

Edgar Ray Payne Educational Supplement Scholarship
CTPP would like to make funds available for the following uses related to high school education:
- Projects that improve educational opportunities for students in the Pike County school system (For example, the FFA's agriculture and greenhouse project)
- Travel expenses for individual students attending workshops, seminars, and regional or state conferences in the mentioned areas
- Special event/contest registration and entrance costs that further a student’s interest and academic achievement
Requests for an Education Supplement typically amount to $250 or less and are handled quickly, with a minimal application process.
